USDA announced an $8 billion Harvest Fuel Relief program for American farmers.

The U.S. Department of Agriculture (USDA) has announced an $8 billion Harvest Fuel Relief program for American farmers. The Farm Service Agency (FSA) will administer one-time payments, but USDA has not yet published the full eligibility rules, payment rates, or application dates.

The announcement was dated October 19, 2026. USDA says the program is intended to provide relief during temporary market disruptions and increased input costs. It does not say that every farmer will receive a payment or specify an individual payment amount.

How USDA says payments will be calculated

USDA says the program will use a uniform formula to cover part of modeled losses for the 2026 crop year. The agency says its national loss average will be based on acreage reported to FSA, production-cost estimates from USDA’s Economic Research Service, and yield and price data from the World Agricultural Supply and Demand Estimates.

USDA says crop insurance will not be required to participate. That does not establish who will qualify; the agency has not yet published the complete eligibility rules.

What farmers can do now?

USDA encourages producers to create a Login.gov account in advance. The agency says pre-filled applications will be available online to producers whose Login.gov account is linked to USDA. This is preparation guidance; USDA has not announced when applications will open or how to submit a completed application.

USDA is also inviting producers of non-Title I commodities, including specialty-crop growers and fishermen, to send information about increased fuel costs to [email protected] for consideration when USDA sets payment rates. The announcement does not confirm that every group invited to submit data will qualify for payments.

Details USDA has not announced

USDA says payment rates for Title I commodities are expected in November. The agency says it will announce the payment methodology for other eligible commodities later. The announcement does not provide a complete list of eligible crops, individual payment rates, an application opening date, a deadline, or a payment date.

Farmers should check for updates from USDA and the Farm Service Agency before making decisions based on expected assistance. The program’s details may change as USDA publishes its application and payment guidance.
